The California Department of Alcoholic Beverages Control (ABC) issues and enforces liquor licenses and laws. Licenses issued include those for retail, such as stores, bars and restaurants. Non-retail include alcoholic beverage manufacture, winegrower, wholesaler, wine blender, importer and many more. Before a winery or vineyard can apply for an ABC license, it must already have approval by the planning department. A sales tax permit is also required before you can sell wine.
